BY SOUTHGREY.CA STAFF — During a Grey County Committee of the Whole meeting on September 25, Grey County Council has deferred action on a Committee Report to advance redevelopment of Grey Gables from a 66-bed Class A facility to a new 128-bed home on the same property.
In the report prepared by Jennifer Cornell, Director of Long-Term Care & Senior Services for Grey County, Cornell recommended that staff be directed to undertake updated cost forecasts and any other applicable studies for the potential development of a 128-bed new home at Grey Gables to be funded from the One Time Funding Reserve.
As a requirement of a newly released Capital Funding Program (CFP) application promoted by the Ontario Ministry of Long-Term Care, she also recommended that staff be directed to bring forward these forecasts and studies in a report submitted before a March 2026 deadline, outlining the updated budget impacts, and a draft Development Agreement for Council’s consideration.
The new CFP offers up to 85% funding for new beds on maximum per bed cost of $436,000. While Grey Gables’ existing 66 Class A beds meet current design standards and are not eligible for redevelopment funding under the CFP, the 62 new beds submitted to MLTC for approval in 2029, are eligible for CFP funding. Funding for the existing beds would need to be sourced through alternate mechanisms.
Council's approval of the plan would have executed a development agreement with the province by March 2026, with ambitions to potentially begin construction of a new 128-bed Grey Gables Long-Term Care home no later than March 2028.
Under the Grey County Council weighted vote system, a close 49-43 decision to amend the motion, was carried, opting to keep its bed allocation and revisit the CFP application in 2027, after the Rockwood Terrace development has completed.
